About the Project

The City of Naples Stormwater Master Plan’s mission is to protect people and property against flood by maintaining and improving the public stormwater management system, while protecting and restoring ecological systems that work naturally to improve water quality and the environment and quality of life for residents and visitors. The 2018 Stormwater Lakes Management Plan Update identified several lake restoration projects and are now in the design phase for the project improvements.

The City of Naples Water Quality Improvement Project for North and South Lakes begins construction in August. After taking input at two public meetings, the design is complete, and the city has hired a contractor to conduct the work.

The functions of North Lake and South Lake are to store and direct stormwater into the Gulf of Mexico, to mitigate flooding, and to reduce peak flows during rainfall events. These lakes provide valuable services to the citizens of the City of Naples, particularly the residents adjacent to North and South Lakes.

The contractor will be dredging both lakes to remove organic sediment which reduces the re-release of nutrients stored within the sediments to the water column and improves the efficiency of treatment of nutrient-rich stormwater inputs. By removing organic sediment through dredging, the lakes’ oxygen levels can be better maintained, supporting healthier aquatic life, and reducing odors that may affect nearby residents. Dredging will also increase the depth and storage capacity of the lakes to improve flood mitigation effectiveness.

The city has been conducting these construction activities in many lakes in the City of Naples. Inside are some frequently asked questions that address the operations that will occur in North and South Lakes over the next year.

Frequently Asked Questions

South Lake (Lake 9) construction will begin in early September 2024 and to be complete in spring 2025. North Lake (Lake 8) will begin in spring 2025 and to be complete in summer 2025. The entire project will take approximately one year.

In order to complete the project in a timely manner, the contractor will be working Monday through Friday 7 a.m. to 5 p.m. and Saturday from 8 a.m. to 5 p.m.

Bougainvillea Road and Palm Circle West will be closed at the construction staging area. Adjacent homeowners will have access to their property. There will be intermittent lanes closures on 7th Avenue North with the contractor closing the east bound lane to allow equipment access to North Lake, Lake 8. One lane will remain open with flagmen directing cars to pass safely.

The contractor will stage all construction in the city’s road right-of-way at the intersection of Bougainvillea Road and Palm Circle West. See image below.

South Lake will be accessed along a dedicated drainage easement at the vacant lot south of the staging area. North Lake will be accessed along 7th Avenue North at the city owned property. Other access will be through the existing drainage pipe along the east side of 633 Bougainvillea Road.

There will be a small hydraulic dredge on the lakes, one or two small barges, and a john boat. There will also be an excavator and small crane loading dump trucks to haul off the dredged material.

Some of the dredge material will be hauled to a tree farm and some will be hauled to individual contractors for reuse in other construction projects.

There should not be any noticeable odor from the dredging as the material will be hauled away daily.

There will be minimal removal of exotic Brazilian peppers, and property owners will be notified prior to this work.

There will not be any planting on private property.
